Youngberg v. Romeo

the initial lawsuit that culminated in the Pennhurst Consent Decree. In this action, the U.S. Supreme Court held that people with intellectual disability who were involuntarily committed to state institutions have a constitutional right to reasonably safe conditions, freedom from unreasonable restraints, and the services reasonably required to protect their liberty and interests.
