a judicial decree ordering the closure of the Pennhurst State School and Hospital in Philadelphia, Pennsylvania, and the movement of its residents with intellectual disability to least restrictive environments within the community. The decree further ordered team planning for individual movement to the community, provision of case management, and establishment of individual habilitation plans. The decree was based on the court’s determination that conditions at the facility were dangerous to the well-being of residents and violated the due process and equal protection clauses of the U.S. Constitution and other federal and state legislation.
