community-centered approach

a concerted, coordinated approach by local agencies and facilities to address such problems in a community or catchment area as mental disorder, delinquency, and substance abuse. This approach holds that since these problems developed in the community, efforts at prevention and treatment should be community-based rather than the province primarily of state institutions or federal agencies.
