whipsawing

n.

1. increasing productivity by pairing two or more individuals or groups on a joint task, often with a competitive orientation. The term derives from the whipsaw, a type of saw with handles on both ends of the cutting blade used by paired workers to saw large timbers.

2. undermining the unity of employees (and their unions) by pitting them against one another in competitive work settings.
