social decision scheme

a strategy or rule used in a group to select a single alternative from among various alternatives proposed and discussed during the group’s deliberations. These schemes are sometimes explicitly acknowledged by the group, as when a formal tally of those favoring the alternative is taken and the proposal is accepted only when a certain proportion approve of it, but are sometimes implicit and informal, as when a group accepts the alternative that its most powerful members seem to favor.
