a time-limited, goal-oriented process in which plans are developed for placing abused or neglected children in a permanent, safe, and stable home, whether with their families of origin (including nonparent relatives) or through adoption.

confusion effect

an antipredator behavior in which each of several animals moves or vocalizes in a highly random way, making it difficult for predators to locate and attack any one individual. See also dilution effect.
