needs assessment

1. the identification of currently unmet service needs in a community or other group, done prior to implementing a new service program or modifying an existing one. The perceived needs are generally assessed from multiple perspectives, including those of community or group leaders and each individual in the community or group.

2. the identification of areas that should be the focus of a personnel training program. Needs assessment involves analyses in three key areas: (a) the knowledge, skills, abilities, and other characteristics of employees; (b) the requirements of the tasks performed by employees; and (c) the requirements of the organization. the formation or change of an attitude as a result of the association of an attitude object with a pleasant or unpleasant stimulus in the environment. Attitudes may be conditioned via classical conditioning or operant conditioning processes.
