cost-offset analysis

a measure of economic efficiency expressed in terms of interventions that save money independent of their health benefits. This saving is related to reduced health care utilization and costs (e.g., the use of generic vs. nongeneric pharmaceuticals) and may be a component included in cost–benefit analysis or cost-effectiveness analysis.
