retardation

n.

1. a slowing down or delay of an activity or process, as in psychomotor retardation or mental retardation.

2. in conditioning, a delay in the appearance of a learned or acquired response due to prior experience. For example, presentation of a tone to be used later as a conditioned stimulus slows the development of conditioning.
